How to Apply for Unemployment Benefit in Portugal — Step by Step (2026)

Exact steps: documents to request from your employer, how to register at IEFP and submit online at Segurança Social. With deadlines and what to do if something goes wrong.

Before you start: do you qualify?

This guide is about how to apply — the practical steps, the documents, where to go.

If you are not sure whether you qualify, start there. The reason for your dismissal is what matters most. Dismissal at the employer's initiative: generally yes. Resignation at your own initiative: generally no.

Step 1 — Request the documents from your employer (on your last day)

On the day your contract ends, your employer is legally required to give you two documents (Art. 341.º of the Labour Code):

1. Work certificate ('certificado de trabalho') — proves you worked there, with your start and end dates and your job title.

2. Unemployment situation declaration ('declaração de situação de desemprego') — confirms the contract ended, the reason, and the date. This is the document Segurança Social uses to assess your application.

Always request in writing — email or message. Keep the record. If the employer refuses to provide the documents, you can file a complaint with the ACT. Refusal is a legal offence.

Beyond these two documents, also gather:

  • Your last 3 pay slips ('recibos de vencimento')
  • A copy of your employment contract
  • Your IBAN (for Segurança Social payments)
  • Your Cartão de Cidadão (citizen card) and NIF (tax number)
  • Your NISS (Segurança Social identification number — on your pay slips or Segurança Social card)

Step 2 — Register at IEFP as a job seeker

IEFP (Instituto do Emprego e Formação Profissional) is Portugal's public employment service — equivalent to the Job Centre. Registration here is mandatory to receive unemployment benefit. Without it, your application will be rejected.

How to do it (online):

  1. Go to www.iefp.pt
  2. Click "Inscrição de candidato" (register as a candidate)
  3. Authenticate with your Cartão de Cidadão or Chave Móvel Digital (mobile digital key)
  4. Fill in your personal and professional details
  5. Select the Employment Centre ('Centro de Emprego') for your area of residence
  6. Submit — you will receive a confirmation by email

Time required: approximately 15–20 minutes.

After you register, IEFP will contact you for a diagnostic interview and to set up your Personal Employment Plan (PPE). That appointment is mandatory — do not miss it.


Step 3 — Apply for benefit online at Segurança Social

Once your IEFP registration is complete, you can submit the benefit application. You do this through Segurança Social Direta.

How to do it:

  1. Go to app.seg-social.pt
  2. Log in with your NISS and password (or Chave Móvel Digital / Cartão de Cidadão)
  3. In the menu, go to Emprego → Subsídio de desemprego → Novo pedido
  4. Fill in the contract and termination details
  5. Upload scanned copies of:
    • Unemployment situation declaration (from your employer)
    • Work certificate
    • IEFP registration confirmation (from Step 2)
  6. Enter your IBAN for payments
  7. Submit and save the reference number

Time required: approximately 30–45 minutes (longer if you need to scan documents).

If you prefer to apply in person, go to your local Segurança Social office or an 'Espaço do Cidadão' (citizen services hub). Bring original documents and photocopies.


Step 4 — Wait for the decision (and stay available)

After you submit your application, Segurança Social has 30 working days to decide. In practice, this usually takes between 3 and 6 weeks.

During this time:

  • Stay available for IEFP. You may be called for interviews, training sessions or job application reviews.
  • Do not refuse suitable job offers — doing so can cause you to lose the benefit.
  • Declare any income you earn in the meantime, even occasional freelance work.

Step 5 — Receive the decision and first payment

If your application is approved, Segurança Social sends you a notification with:

  • Your monthly benefit amount
  • The date from which it is counted (retroactive to your IEFP registration date)
  • The total duration

The first payment includes the days already passed since the benefit started counting. Subsequent payments are monthly, usually in the first days of each month.

If your application is rejected, you have 15 days to appeal (administrative appeal) and 3 months to challenge in the Administrative Court. The rejection must include a written explanation — read it carefully.

What is the deadline to apply for unemployment benefit after being dismissed?+
90 days from the date your contract ended (Art. 58.º DL 220/2006). If you apply after that deadline, the benefit is not cancelled — but you lose the days between the contract end date and the date you applied. The sooner you apply, the more days you receive.
Do I have to go to the Job Centre in person?+
No. Both the IEFP registration and the unemployment benefit application can be done online — iefp.pt and app.seg-social.pt. However, you may be called in for an in-person appointment to sign your Personal Employment Plan (PPE). That appointment is mandatory — missing it can suspend your benefit.
Is my employer legally required to give me the documents?+
Yes. Your employer must provide a work certificate and an unemployment situation declaration on the day your contract ends (Art. 341.º of the Labour Code). What is the Personal Employment Plan (PPE) and is it mandatory?+
The PPE ('Plano Pessoal de Emprego') is a set of activities you agree to with your IEFP adviser — job applications, training, interviews. It is mandatory. Refusing suitable job offers or failing to comply with PPE activities can lead to suspension or cancellation of your unemployment benefit.
Can I apply for benefit before receiving my final pay settlement?+
Yes. These are separate processes. Your final pay settlement (severance pay, accrued holiday pay, Christmas and holiday subsidies) is paid by your employer. Unemployment benefit is paid by Segurança Social. Do not wait for your settlement before starting the benefit process — the 90-day deadline does not pause.
My employer says I resigned, but I was actually dismissed. What do I do?+
Gather evidence that the dismissal was the employer's decision: emails, messages, written notice, witness statements. The legal classification of the termination determines your entitlement. You can file a complaint with the ACT and challenge the classification in court within 60 days. In the meantime, apply for benefit anyway — Segurança Social evaluates the situation.
What if I lost the documents or the company went bankrupt?+
Segurança Social and IEFP can confirm contract termination through the employer's monthly payroll submissions to the system. Inform the adviser that you do not have the documents and they will guide you. In the case of bankruptcy, contact the Wage Guarantee Fund (Fundo de Garantia Salarial — FGS) to recover any unpaid labour credits.
